APPOINTING a deputy mayor, you are "segregating" one councillor above the others, according to former mayor Les McPhee.

Cr McPhee voted against electing a deputy mayor at last week's statutory council meeting, but his argument was defeated with Central ward representative Chris Jeffery voted to work alongside mayor Bill Moar.
