IT'S deja vu for Swan Hill businesses as they are again forced to close or limit their services during stage three stay-at-home restrictions.

Premier Daniel Andrews announced a return to tougher restrictions for regional Victoria on Sunday, while outlining even stricter measures for Melbourne as it headed into stage four directives.
