BALRANALD-born Wamba Wamba tribe member and elder Gary Murray believes there is institutionalised racism across councils.

In response to the recent racial vilification allegation between a senior Balranald Shire Council staff member and contract worker, Mr Murray said the solution was for council staff to undertake
